MAKKAH — The mataf, the expansive white marble area encircling the Holy Kaaba within the Grand Mosque in Makkah, presented an unusual sight on Tuesday, Dhul Qada 1 (April 29), appearing largely empty of the usual throngs of pilgrims and worshipers.

سعودی وزارت داخلہ نے حج سیزن 1446 ہجری کے سلسلے میں مکہ مکرمہ میں داخلے اور قیام کے لیے نئی ہدایات جاری کی ہیں۔ منگل، 1 ذو القعدہ 1446ھ بمطابق 29 اپریل 2025ء سے، حج ویزا کے حاملین کے علاوہ کسی بھی قسم کا ویزا رکھنے والے افراد کو مکہ مکرمہ میں داخل ہونے یا وہاں قیام کرنے کی اجازت نہیں ہوگی۔ یہ فیصلہ حجاج کرام کی سلامتی کو یقینی بنانے اور مناسک حج کو امن و اطمینان کے ساتھ ادا کرنے کے لیے پہلے سے اعلان کردہ حفاظتی اقدامات کا حصہ ہے۔
وزارت داخلہ نے اس بات پر زور دیا ہے کہ یہ پابندی حج سیزن کے دوران حجاج کرام کی حفاظت، سلامتی اور مناسک کی ادائیگی کے لیے بہترین انتظامات کو یقینی بنانے کے لیے عائد کی گئی ہے۔
وزارت داخلہ نے تمام افراد سے ان ہدایات کی مکمل پابندی کرنے کی درخواست کی ہے اور خلاف ورزی کرنے والوں کے خلاف قانونی کارروائی کی تنبیہ کی ہے۔
Hajj Visa Restrictions Makkah For Non-Hajj Visas Holding Tourists
The quiet scene was punctuated by the presence of only a small contingent of international Hajj pilgrims who arrived on Tuesday, marking the official commencement of the annual Hajj season and the conclusion of the Umrah pilgrimage period.
Video footage captured the stark contrast of the mataf, typically bustling with activity, now significantly less crowded. This is a direct consequence of the enforced restrictions on non-Hajj visa holders remaining in Makkah, a ban that took effect on April 29 and will continue until the Hajj season concludes.
Over the coming days, the Grand Mosque is expected to witness a gradual increase in the number of international pilgrims as they arrive from various corners of the globe to undertake their once-in-a-lifetime spiritual journey.
Saudi authorities have implemented strict directives concerning accommodation for non-Hajj visa holders in Makkah during the Hajj season of 2025. The Ministry of Tourism has mandated that from April 29 until the end of Hajj, all travel and tourism agencies and accommodation facilities within Makkah are prohibited from processing bookings or check-ins for individuals holding incoming or resident visas, with the exception of those possessing a valid Hajj visa or an official permit for work or residency in Makkah during this period.
Prior to this, the Directorate of Public Security had enforced a ban on all expatriates lacking an official permit from entering Makkah, effective from April 23.
These comprehensive measures are integral to Saudi Arabia’s preparations for the Hajj season. The Kingdom has implemented a series of arrangements and precautions aimed at ensuring the safety and well-being of pilgrims, facilitating their ability to perform the Hajj rituals with ease and comfort.
The Ministry of Interior has confirmed that Tuesday marked the final day for Umrah pilgrims to depart the Kingdom. All visa holders, excluding those with Hajj visas, are now prohibited from entering or remaining in Makkah. The ministry had previously suspended the issuance of Umrah permits via the Nusuk platform for both citizens and expatriates within the Kingdom, as well as holders of other visa types, until Dhul Hijjah 14.
